About CAMPA

The State CAMPA, Delhi was constituted vide gazette notification dated 5th October 2009 for utilization of funds deposited in Adhoc CAMPA towards Compensatory Afforestation, Net Present Value, Interest components in lieu of diversion of forest land for non-forestry purposes under Van (Sanrakshan Evam Samvardhan) Adhiniyam, 1980. It consists of a Governing Body, Steering Committee and Executive Committee.

CAMPA was created to ensure that funds collected for compensatory afforestation, net present value (NPV) and interest of forest land, and other forest-related purposes are effectively utilized for the restoration and development of forest ecosystems.

It operates under the Compensatory Afforestation Fund Act, 2016, which provides a legal framework for the collection, management, and utilization of these funds. The CAMPA Act aims to minimize the impact of forest land diversion for non-forest purposes by ensuring that funds are promptly, efficiently, and transparently released and utilized through a well-defined institutional mechanism.

  • 1. Lay down the broad policy framework for the functioning of such State Authority within the overall framework notified by the Central Government on the recommendations of the National Authority.
  • 2. Scrutinise and approve with such amendments as it may deems fit and proper the annual plan of operations prepared by the executive committee of such State Authority and send the same to the executive committee of the National Authority for final approval.
  • 3. Monitor the progress of the utilisation of funds released from the State Fund.
  • 4. Undertake qualitative and quantitative supervision, monitoring and evaluation of the works being implemented from amounts available in the State Fund.

Structure

National CAMPA: Operates at the central level, overseeing the implementation of afforestation and other conservation activities across States/UTs.

State CAMPA: Each State/UTs has its own CAMPA to manage the funds and activities at the state level, ensuring localized implementation and monitoring.

Funding Mechanism

Collection of Funds: Funds are collected from entities that divert forest land for non-forest purposes. This includes compensatory afforestation funds, NPV and interest of forest land, and funds for catchment area treatment plans.

Utilization of Funds: These funds are then utilized for afforestation, reforestation, wildlife protection, infrastructure development for forest departments, and other related activities.
