About CAMPA

CAMPA was created to ensure that funds deposited by various User Agencies in lieu of diversion of Forest areas for non-forestry purposes against Compensatory Afforestation, Net present value (NPV) and interest accrued are effectively utilized for the restoration and development of forest ecosystems to compensate the loss of forest cover.

It It operates under the Compensatory Afforestation Fund Act, 2016, which provides a legal framework for the deposition, management, and utilization of these funds. The CAMPA Act aims to minimize the impact of forest land diversion for non-forest purposes by ensuring that funds are promptly, efficiently, and transparently released and utilized through a well-defined institutional mechanism.

Structure

National CAMPA: Operates at the central level, overseeing the implementation of afforestation and other conservation activities across States/UTs.

State CAMPA: Each State/UTs has its own CAMPA to manage the funds and activities at the state level, ensuring localized implementation and monitoring.

Funding Mechanism

Collection of Funds: Funds are collected from entities that divert forest land for non-forest purposes. This includes compensatory afforestation funds, NPV and interest of forest land, and funds for catchment area treatment plans.

Utilization of Funds: These funds are then utilized for afforestation, reforestation, wildlife protection, infrastructure development for forest departments, and other related activities.
